On April 8 the Commission on Local Government notified VACo regarding the schedule of state mandates on local governments that will be subject for fiscal impact review by state agencies during FY 2014. During this annual review, state agencies are required to evaluate the mandate and justify why it should be eliminated, altered or kept. Agencies are also required to conduct outreach to local governments to gather fiscal impact data on the specified mandates.
VACo encourages counties to assist agencies with their requests during this review process and to use the Commission on Local Government’s Locality Fiscal Impact Comments Form to provide input on these mandates. VACo and its membership have consistently opposed unfunded mandates by the Commonwealth and have worked to ensure this agency review process offers a real opportunity to eliminate unfunded mandates.
