RICHMOND (November 12, 2025) — Prince William County Supervisor Victor S. Angry has been elected as President of the Virginia Association of Counties (VACo) for the 2025-2026 term. This announcement was made during VACo’s 91st Annual Conference held in Bath County with new officers beginning their terms at VACo’s Annual Business Meeting on November 11.
Angry, who succeeds James City County Supervisor Ruth M. Larson, becomes the fourth President from Prince William County since VACo’s establishment in 1934, following in the footsteps of Joseph B. Johnson (1969), Kathleen K. Seefeldt (1992), and John D. Jenkins (1997).
“I am humbled by this honor to become the next VACo President,” Angry said. “I’ve seen the great work of previous VACo Presidents, and I want to continue our momentum of preserving important governing tools like local authority. I look forward to having an active part in the legislative process and helping to support current and future county leaders in serving their constituents and communities better. I’m ready to get to work.”
After graduating from Lyman High School in June 1986, he enlisted into the United States Army where he served honorably for over 23 years rising through the ranks from Private to Command Sergeant Major. In 2009, he served as the Interim Command Sergeant Major of the entire Army National Guard, representing over 368,200 Soldiers and their family members. He was the first African American to be assigned to this position leading the Force during a rapidly changing and challenging time in the National Guard. During his military career, he led at every position from Squad Leader, Platoon Sergeant, First Sergeant, Sergeant Major and finally to Command Sergeant Major. He achieved numerous military awards and received two Legions of Merit. It was in the Army where Supervisor Angry developed a love for leadership, fitness, and the commitment to lead and serve others.

VACo Executive Director Dean Lynch expressed excitement about Angry’s presidency, saying, “Victor is a born leader, who embraces education and strives to improve his skills and knowledge. He has invested time into learning more about the issues affecting all localities in the Commonwealth. He also was an outstanding student in our certified supervisors’ program. This balance of curiosity to learn and military leadership skills will serve him well as the next VACo President.”
