VACo Welcomes Julie Whitlock

RICHMOND — The Virginia Association of Counties (VACo) is pleased to announce a new team member – Julie M. Whitlock – as General Counsel. Whitlock officially joins VACo on April 1.

“I am honored to join VACo at such an important time for localities,” Whitlock said. “VACo plays a vital role in advancing sound public policy and supporting effective local governance. I am excited to bring my knowledge of the Commonwealth to this outstanding team and to partner with county leaders as they navigate complex legal and legislative issues.”

Whitlock earned her Juris Doctor of Law from the University of Richmond School of Law and her bachelor’s degree from the University of Virginia. Whitlock previously served as General Counsel at the Virginia Spaceport Authority, and worked over 20 years for the Virginia Office of the Attorney General and Department of General Services.

“We have a talented and experienced team at VACo, and I’m excited to welcome Julie to the association,” VACo Executive Director Dean Lynch said. “She is an experienced and talented attorney who understands state law and politics. Julie will be a valuable resource for our localities, and we can’t wait for her to meet our local government friends.”

Whitlock lives in Richmond and in her spare time, she can be found spending time with family and friends, enjoying Virginia’s great outdoors, and traveling.

“Virginia has a diversity of counties with an array of priorities and goals,” Whitlock said. “I’m looking forward to supporting our members in achieving their goals.”
