At the direction of the State Board of Social Services, the Virginia Department of Social Services (VDSS) has been developing a proposed alternative allocation method for state administrative funding to local departments of social services for staff and operations costs that would reflect local department caseloads, poverty, and local ability to pay. VDSS has conducted several focus groups with local DSS directors and has developed a proposal for potential consideration by the 2025 General Assembly. VACo and VML members are invited to join Ryan Kelly, Assistant Deputy of Policy and Administration at VDSS, for two webinars to discuss the proposal and provide initial feedback on the Department’s recommendations.
The first webinar will be held on Tuesday, November 28, from 1-2 p.m. and will feature an overview of the recent work done on this effort and the DRAFT formula, its factors and their calculation.

A follow-up webinar will be held on Monday, December 11, from 1-2 p.m. and will include a deeper, more detailed discussion of the proposed alternative formula and its calculation.
