Several CSA related bills of interest

SB 426 (Hanger) provides that the State Executive Council for Comprehensive Services for At-Risk Youth and Families may promulgate regulations necessary to carry out its powers and duties under the Administrative Process Act (APA). VACo supports this bill as it would allow more time for stakeholder input and provide for a fiscal analysis on any policy decisions.

SB 369 (Favola) increases the membership of the State Executive Council for Comprehensive Services for At-Risk Youth and Families by adding a third private provider representative and a member who may be either a representative of a child advocacy group or organization or a representative of a mental health advocacy group with a specialization in children’s mental health. The bill also provides that the members of the Council who are parent representatives may not be a current member of a county board of supervisors or city council or a county administrator or city manager.

SB 153 (Stuart) expands eligibility for services through the Comprehensive Services for At-Risk Youth and Families program to students placed in public school special educational programs established by a school division for the purpose of providing special education when the public school special educational program is able to provide services comparable to those of an approved private school special educational program, and the student would require placement in an approved private school special educational program but for the availability of the public school special educational program.

HB 521 (Richard Bell) provides that nonstate agency members of state and local advisory teams established to advise the State Executive Council for Comprehensive Services for At-Risk Youth and Families shall be limited to no more than two consecutive terms.

Local Government Day at the General Assembly

The Virginia Association of Counties, Virginia Municipal League and the Virginia Association of Planning District Commissions will host Local Government Day at the General Assembly on Thursday, February 6.

The event will be held at the Richmond Marriott, located at 500 East Broad Street in downtown Richmond.

Staff will report on legislation affecting local governments. Local officials are encouraged to participate in committee meetings and lobby state legislators at the Capitol. In the evening, local officials are urged to invite their state legislators to dinner.

The cost of the event, which includes a box lunch, is $45 per person.
