Jim has served as executive director of VACo since 1990. He earned his bachelor's degree in business management from Virginia Tech and a master's degree in urban and regional planning from the University of Northern Colorado.
Jim is also a licensed real estate broker, certified association executive and participates in the American Institute of Certified Planners. He has various professional memberships including the Virginia Local Government Management Association, the Virginia Chapter of the American Planning Association, National Association of Counties, National Association of County Administrators and many more.
Previously, Jim served as the director of intergovernmental affairs for the Virginia Municipal League, part-time executive secretary for the State Fire Chiefs Association of Virginia, management assistance supervisor for the Virginia Department of Housing and Community Development and several other local government positions.

Prior to joining VACo, Beau served as a Senior Budget Advisor at the Virginia Department of Planning and Budget in the Agriculture, Commerce, Finance, and Resources Division. In this capacity, he worked under both Governor Kaine’s and Governor McDonnell’s administrations where he regularly advised executive officials on financial and policy-related matters.
He has also worked at the local level as an Urban Planner for James City County and at the federal level as a Staff Intern for Congressman Frederick C. “Rick” Boucher’s congressional office. Before working in government, Beau served as a Project Manager for DAS Management in McLean, Virginia.
Beau received his Masters in Public Administration from George Mason University and his B.A. from Emory & Henry College in Political Science. He is a member of the National Association of State Budget Officials, the Association of Government Accountant’s Richmond chapter, and the Virginia Historical Society.

Carol manages two database systems and handles registration responsibilities for conferences, seminars and other educational opportunities for VACo members and associates. She oversees and recruits for the Associate Member program, and coordinates all aspects of the exhibit hall and vendors for the VACo Annual Conference.
Carol joined VACo in October 2006, bringing with her more than 25 years of experience in local government including Warren County School Board; Planning and Development departments in the City of Manassas and Frederick County, Virginia; and the Frederick County Administrator’s office. She has also served as secretary for C-CAP in Warren County, and the Board of Zoning Appeals in Frederick County.

Phyllis is general counsel to the Virginia Association of Counties. She received her J.D. from the T.C. Williams School of Law at the University of Richmond and her undergraduate degree from Lehigh University in Bethlehem, Pa. Prior to her current position, Phyllis served as the director of legal services for VACo. She has been an active member of the Local Government Attorney's of Virginia for more than 20 years and served as a board member and president of the Virginia Council of School Attorneys. She has also served on the Board of Governors and as an officer for the local government section of the Virginia State Bar.
Phyllis has been an adjunct professor for both Virginia Commonwealth University and the University of Virginia. Prior to her positions at VACo, she was a senior assistant county attorney and school board counsel for Henrico County, assistant county attorney for Hanover County, and assistant attorney general for the Commonwealth of Virginia.

Gage is VACo’s director of communications. He handles all aspects of communications, public relations and social media. His responsibilities include writing, editing and designing publications, building and maintaining the Web site, media relations as well as tackling new media projects.
Gage joined VACo in February 2008.
Gage worked eight years as a sports writer at the San Antonio Express-News and the Orange County Register. Locally, he worked for the VCU Health System and a small advertising agency. He coaches three sports at a local private school and loves spending time with his wife and two daughters.
Gage graduated from Virginia Commonwealth University with a degree in Mass Communications.

John is VACo's director of technical services. His responsibilities include planning, designing and implementing LAN, WAN and other office equipment. He also provides technical services to Virginia local government and legislative personnel during the General Assembly. He is a graduate of ECPI Technical College and has an associate degree from Strayer University.
John is a Citrix Certified Administrator, CompTIA A+ certified ,an Accredited Compaq Technician Proliant Server and a Microsoft certified Professional. Previously, John served as a technology consultant for Summit Business Solutions.
Larry Land, CAE, Director of Policy Development (environment, agriculture and transportation issues),

Larry Land has served as the Virginia Association of Counties (VACo's) Director of Policy Development since August 1988. His chief duties include legislative advocacy and policy research in the areas of environment and transportation. In 2004 he was appointed by Governor Mark Warner to serve on the State Advisory Board to the Virginia Water Resources Research Center at Virginia Tech. Subsequently he was reappointed to serve on that Board by Gov. Mark Kaine. He has also served on several
technical advisory committees convened by state agencies dealing with diverse environmental issues, including water quality, waste management, energy and other issues.
Larry is also responsible for coordinating many of VACo’s educational programs for county officials, including VACo’s Annual Conference, the County Supervisor Certification Program, and the Chairs’ Institute.
Larry has a master's degree in public administration from Virginia Commonwealth University and a B.A. from Catawba College in Salisbury, N.C. He also has executive certification from the American Society of Association Executives. Currently, Larry is also a member of the Virginia Society of Association Executives’ Board of Directors.
Dean A. Lynch, CAE, Deputy Executive Director

Dean is the deputy executive director for the Virginia Association of Counties. He received a graduate degree, Master of City and County Management, in 1994 from the College of Business at East Tennessee State University and his undergraduate degree in 1982 from Appalachian State University.
Prior to his current position, Dean worked for many years as a local government lobbyist with the Virginia Association of Counties. He has been affiliated with VACo as director of intergovernmental affairs and director of local government affairs. He also served in Gov. Mark R. Warner's cabinet as deputy secretary for health and human resources. He gained many years of association and local government experience while serving in various positions in Scott and Russell counties. Dean holds certification as a certified association executive.
He has been an active member of the Virginia Society of Association Executives and the Virginia Association Local Human Service Officials. Dean was appointed by the Honorable Mark R. Warner to serve on the REAL ID task force and the Virginia Citizen Soldier Support Council. Other appointments include Chairman of the Civil Commitment Study Committee, Chair of the Child Advocacy Center Study Committee, Chesterfield Co. Board of Social Services and Volunteer Emergency Families for Children.

Ted is VACO’s director of governmental affairs. Prior to joining VACO, he served as the associate director of the Commission on Local Government for 26 years. He has also held planning positions at the local, regional and state levels in Virginia, North Carolina and Florida. Ted’s primary duties include legislative advocacy and policy research in community development and planning.
Ted received his MS in planning from Florida State University and a BA in history from St. Andrews College. He is a charter member of the American Institute of Certified Planners.

Vicky joined VACo in March 2004 as the director of administration. Previously, she worked for the City of Richmond as Supervisor of Accounting for Park, Recreation and Community Facilities and prior to that was Senior Auditor in the City Auditor's Office in City of Richmond.
Vicky has a B.S. in accounting and an MBA from Virginia Commonwealth University.
Pricilla Dare Wallace, Administrative Assistant

Pricilla joined VACo in January 2008 as an administrative assistant. She worked in various positions at Virginia Commonwealth University for more than 20 years.
Most recently, she worked as an undergraduate counselor in the School of Engineering. Pricilla has a bachelor’s degree in administration of justice from VCU.
