This comprehensive program with home study and a follow-up session is open to all County Supervisors. It is one of the five core courses in the Virginia Certified County Supervisor Program, a joint effort of the Virginia Cooperative Extension and the Virginia Association of Counties.

Mike Chandler, Professor Emeritus at Virginia Tech and Extension Specialists for Community Viability with Virginia Tech, will lead the course, utilizing examples and calling on practitioners from around Virginia. There is an eight-week home study segment following the April segment.

It's time for the 2011 Achievement Awards Program.

Any county department is eligible to compete. So apply NOW!  
     
Award plaques will be presented at VACo’s Annual Business Meeting on Nov. 15 in Bath County.

The winning entries will be recognized on VACo’s Achievement Awards website page, in a news release sent to statewide media outlets and in an Achievement Awards bookletVACo representatives also visit BOS meetings (see Page 2) to present the winners their certificates.
    
Entries must be postmarked by June 1.

All entries are now required to be submitted in electronic form as well as the two paper copies. The electronic copy should be a PDF or WORD file. The purpose of the electronic copy is so VACo can post all the entries on its website for our members and interested parties to peruse. 
 
The judges for the 2011 event will be announced soon. Last year’s judges were Lane Ramsey, former Chesterfield County administrator; Tedd Povar, associate director of the Virginia Institute of Government; and Marilyn Blake, former Hanover County assistant administrator.

VACo received 60 entries last year and recognized 14 winners. Also for the first time in the program’s history, judges selected one submission as the “Best Achievement.” The winner was Campbell County for its entry titled “Performance Improvement Teams—Employee Driven Long-Term Planning.”

VACo encourages all counties, big and small, to enter the 2011 Achievement Awards Program.

Restoration of the Chesapeake Bay and its Tributaries:
A Working Seminar for Local Officials

Throughout the past year much has been written about the U.S. Environmental Protection Agency's prescribed "pollution diet" for the Chesapeake Bay and its tributaries. EPA's Chesapeake Bay cleanup plan will significantly impact the local governments that fall within the Chesapeake Bay watershed that covers approximately 60 percent of Virginia's land mass.

In order to respond to this initiative, VACo and VML are hosting this one-day seminar to help local officials better understand:

• What will be expected of local governments.

• How much these expectations might cost.

This seminar should also offer an opportunity for local officials to better familiarize themselves with the science behind the program, the history of the Chesapeake Bay Program, and innovative approaches that might help localities improve the quality of nearby rivers and streams.

We hope to structure this seminar in a way that will be interactive and informal. Lunch and refreshments will be provided, courtesy of Joyce Engineering and the Sands Anderson.

Six-Year Improvement Program (SYIP) to be approved by the CTB in June 2011.

All projects in the SYIP that are eligible for federal funding will be included in the Statewide Transportation Improvement Program, which documents how Virginia will obligate its share of federal funds. The Working Draft of the Fiscal Year 2012-2017 SYIP addresses elements of Gov. Bob McDonnell’s Omnibus Transportation Funding Bill. The document will be available at the public hearings and on the Virginia Department of Transportation (VDOT) and Virginia Department of Rail and Public Transportation (DRPT) Web sites at www.VirginiaDOT.org  and www.drpt.virginia.gov, respectively, prior to the hearings.

NACo Steering Committee Nominations

Do you want a voice in creating the national legislative policies of the National Association of Counties? Then consider filling out a NACo nomination form to be appointed to one of their eleven steering committees, (Agriculture and Rural Affairs; Community and Economic Development; Environment, Energy and Land Use; Finance and Intergovernmental Affairs; Health; Human Services and Education; Justice and Public Safety; Labor and Employment; Public Lands; Telecommunications and Technology; and Transportation).

The nomination process for membership on NACo policy steering committees is underway. As a NACo steering committee member, you are responsible for debating and creating national policies and priorities affecting counties and serve as NACo’s front line in their grassroots efforts.  Committees meet at the NACo legislative and annual conferences and one other time during the year. You will be responsible for your own travel.

Please be as thorough as possible in completing the nomination and grassroots forms and send it to Jim Campbell by May 27. The nominations are processed in our office and will be forwarded to NACo by June 30 for approval by the incoming NACo President after the NACo Annual Conference in July. NACo will announce your appointment in September 2011.
