The state of the Commonwealth's revenues and budget

Because of the recession, Gov. Kaine and the General Assembly have reduced state revenue projections and enacted significant budget reductions. The new governor and General Assembly will continue to cut programs and spending. State budget decisions affect 95 county budgets: 50 percent of the state's general tax revenues are appropriated to local governments for state mandated services including K-12 public education.

The panelists represented two of the three state statutory budget actors: The Office of the Governor and the Senate of Virginia. Gov. Kaine will introduce his proposed 2010-2012 biennial budget in December. The new governor and General Assembly are charged with adopting the final budget next spring. The panel discussed revenue and budget proposals and decisions including those impacting local governments.

Isle of Wight County's Phillip Bradshaw elected VACo President

The membership of the Virginia Association of Counties chose Phillip Bradshaw as its next president. Bradshaw succeeds Donald L. Hart, Jr., of Accomack County.

"Who would have ever thought this old country boy from Ilse of Wight County would become president of VACo?" Bradshaw said during his acceptance speech. "I am truly honored to serve as your president."
