Hugh Rosser Celebration

Hugh W. Rosser of Campbell County has served 13 terms and owns the distinction of the longest serving supervisor in the Commonwealth's history. He passed the record of 48 years established by Berry Gray, former Richmond County supervisor.

The historic honor is recorded in House Joint Resolution 351. The General Assembly approved the resolution in 2008.

VACo honored Rosser during the Annual Conference banquet.

County Supervisor Certification Program

The Virginia Cooperative Extension and the Virginia Association of Counties (VACo) recognized the third class of County Supervisor Certification Program graduates during the VACo Annual Conference in Bath County.

The County Supervisor Certification Program was created in response to VACo members requesting more in-depth knowledge about government operations.

The County Supervisor Certification Program is a partnership between Virginia Tech and VACo that provides training to enhance the leadership and decision-making skills of county supervisors in the Commonwealth.

Graduates of the 18-month certification program include:
Deborah B. Coats, Hanover County
Robert H. Conner, Brunswick County
Willie L. Gentry, Louisa County
Bernard L. Jones, Sr., Brunswick County
Ann H. Mallek, Albemarle County
Carl Schmitt, Greene County

Achievement Awards Program

This year, VACo received a record 72 entries for the 2009 Achievement Awards that recognizes excellence in county government programs. VACo selected 15 winners and for the second consecutive years, a new category was created--Regional Collaboration.

VACo would like to thank its judges: Kate Hanley, Secretary of Commonwealth; Tedd Povar, Associate Director of the Virginia Institute of Government; and Elmer Hodge, former Roanoke County administrator.

Achievement Awards Book


Go Green Program

In 2009, VACo launched its participation in an initiative started by the Virginia Municipal League in 2007 called “Go Green Virginia.” 

At the root of the initiative is a friendly competition called the “Green Government Challenge.” Local governments submit a scorecard that is designed to encourage implementation of practical actions that make more efficient use of energy and reduce carbon emissions.

To attain “Green Government” status, a county needs to score a minimum of 100 points. Counties can receive a silver, gold or platinum certification for reaching different scoring levels.

The VACo/VML program also provides an opportunity to win cash awards of $3,000, $2,000, and $1,000 respectively. Certified counties ranking first, second and third within their assigned population brackets are eligible. These cash awards are sponsored through the generosity of Moseley Architects and Trane.

Bob Mills, President of Mosley Architects and Larry Cummings, Direct Sales and Solutions Manager for Trane presented the awards to the recipients.
