Aden Associates' 21st Annual Virginia Water and Wastewater Rate
Report turned up no surprises this year as it reflected a continued
rise in both water and wastewater residential rates in the
Commonwealth.
According to our
control group the average monthly residential rate for 5,000 gallons
of water rose 4.8% from last year's results. The average monthly
residential wastewater rate for 5,000 gallons rose 6.6% from 2008.
Surveys were
sent to 268 municipal water and wastewater providers with 172
responding for a 64% response rate. Towns, cities, counties, water
authorities, water boards and sanitary districts were among the
participants.
The 2009 survey
asked a series of questions designed to provide information
concerning the costs included in connection fees and in capital
recovery charges. For the purposes of the survey and report,
connection fees were defined as "charges for tapping into the
water main and running a line to the water meter or tapping into a
sewer line and running a service line to the property line."
Capital recovery charges were defined as charges for buying into the
existing system or charges that recognize the cost of adding capacity
to the system.
The average residential connection fee jumped from $1,498 to $1,894
for a 26% increase from last year. The average residential capital
recovery charge rose from $3,372 to $3,562 for a 5.6% increase. These
summaries were compiled from all responses received and not limited
to the control group.
