RISK MANAGER

Performs administrative duties related to planning, organizing, coordinating and implementing risk management, loss prevention, inspections, safety and other related programs.
Essential responsibilities include managing the City’s insurance programs, evaluating insurable potential losses, existing insurance coverage, and availability of alternative insurance.
Comprehensive knowledge of the principles and practices of public risk management, including workers’ compensation; public agency liability and claims management; safety programs (OSHA and ADA); insurance industry policies and procedures for insurable interests and claims; techniques of data research, analysis and reporting; methods and practices of municipal finance, actuarial analyses and budgeting.
Will review and process all insurance claims, including Worker’s Compensation. Will investigate worker’s compensation, automobile, property and general liability claims; will coordinate claim responses with relevant parties, including City staff, responsible parties, insurance representatives, physicians, and other witnesses and experts. Will plan and administer the Occupational, Safety and Health Administration (OSHA) program; plan and administer City-wide safety program, which may include incentives to improve safety performance. Will prepare and conduct City-wide training for City workers regarding health, risk management, loss prevention and safety programs. Will conduct safety inspections of City operations to ensure regulatory compliance, prepare and maintain reports, records and files on job injuries and insurance claims. Will assist with preparation of reports for the City Manager and the City Attorney for all risk and safety management issues. Attend monthly health, risk management and safety meetings and attend classes/training to keep up with changes in the field and certification requirements, as needed, as well as other assigned duties as required.
Minimum education and experience: Bachelor’s degree in Industrial Safety, Risk Management or related field, and at least 3 years progressively responsible experience in employee health/safety and risk management work required or equivalent combination of education and experience. Must have a valid VA driver’s license. Certified Risk Manager (CRM) or equal certification desired. Will implement and administer plans of insurance; evaluate and investigate insurance claims; exercise good judgment, leadership, strategic-thinking, analytical, organization and communication skills.

DIRECTOR OF BUDGET MANAGEMENT

COUNTY ATTORNEY
The Bland County Board of Supervisors is seeking applications for legal counsel. The County Attorney is appointed by the Board of Supervisors and is responsible for providing legal advice and services to the Board of Supervisors and county staff. Is responsible for civil matters involving the County government, drafting or preparing County ordinances, prosecute violations of County ordinances, as authorized by the governing body. Must be an active member in good standing of the Virginia State Bar, w/at least four years of experience in the practice of civil law and experience in county government. COUNTY ADMINISTRATOR

The successful candidate will be a capable manager and supervisor, with a proven track record of progressively responsible experience in state or local government. He or she will possess demonstrated leadership qualities, initiative, and an ability to manage multiple priorities. The successful candidate must also have political and public relations skills and be able to promote the County to the press, potential businesses, and the public in general. He or she must have an understanding of accounting, budget preparation, and budget compliance. TRANSPORTATION PLANNER
The Central Shenandoah Planning District Commission (CSPDC) is seeking a qualified Transportation Planner to perform a variety of transportation planning activities. The person selected for this position will assist the senior transportation planner with a variety of transportation related projects.
Responsibilities are likely to include but not limited to:
· Corridor studies
· Conducting area traffic studies
· Reviewing traffic impact analyses
· Transit planning
· Traffic calming initiatives
· Bicycle and pedestrian planning
· Land use planning
· Collection, management and interpretation of data (i.e. traffic volumes, accident diagrams, transit operations)

Training and Experience Requirements include: Strong oral and written communication skills and proficiency with Microsoft Office Suite—Word, Excel, Access, Outlook, PowerPoint, etc. Familiarity with Highway Capacity Software, SYNCHRO software, and GIS software is desired. Effective knowledge of traffic calming, bicycle and pedestrian accommodation, and knowledge of transportation modeling techniques required. Must be able to understand and review site plans; project and program management; collaboration using people skills and technical knowledge; the ability to work with citizens, elected officials and regional and state agencies; and the ability to speak before large groups. Valid Virginia driver’s license required.
A Bachelor’s degree in urban studies, transportation planning, planning, engineering or a related field is required. Two years transportation planning experience preferred. FINANCE DIRECTOR
Pulaski County is hiring for the position of Finance Director. Position is responsible for financial management, budgeting, and purchasing for all general County functions including the public service, industrial development and wireless authorities as well as several regional agencies. Requires experience in governmental accounting, knowledge of general accepted accounting principles, experience in preparing financial statements, and an annual financial report. Requires the use of technology to enhance financial reporting and communication with citizens and staff.
Graduation from an accredited college or university with a bachelor’s degree in accounting or business administration and progressive financial accounting and supervisory responsibility required (prefer familiarity with BAI Municipal Software and Virginia local gov’t accounting).
